I hope you realize that HDPE tanks are only rated for a maximum temperature of 120 f. A small 25 gal tank may be ok but it will soften.

I would start with one of these to check your outlets. Then start isolating items from your system until you find the one that is energizing your conicals. I would also bound to ground anything metal in your system
I'm leaning towards an extract for a quick batch , but am steering towards an all grain set up in the near future. I did some home brewing with extract in the early 90's when I lived in Seattle and was never blown away with what i could produce back then.
I do want to do it in my Keggle's out...
