Back in the early '90s, there was a ballot initiative that proposed raising the bet limits in Deadwood casinos from $5 to $100. Kevin Costner wanted to build a big casino there, but wouldn't move forward until the limits were raised. I was living in Sioux Falls at the time, and it was a very high-profile issue.
Most voters west of the Missouri River were in favor of it, and most east river against. But since about 70% of the state's population lives east river, the numbers just weren't there and the initiative failed.
(I believe the bet limits were successfully raised years later.)
Shortly after the election, there was some fun sniping between the editors of the Rapid City
Journal and the Sioux Falls
Argus Leader. IIRC, there were even some disgruntled west river people suggesting that the west part of the state secede from the east. The paper in Rapid loved pointing out the importance of the Black Hills and Badlands tourism dollars, and so on... The rhetoric was entertaining.
Then some pundit did the numbers and pointed out that the Empire Mall in Sioux Falls generated more revenue than the ENTIRE Black Hills & Badlands tourism.
Those were some fun times. It's good to see that rivalry is still alive.
