Regulator psi needle stuck..

It seems that the paper with the readings on my regulator is holding the needle in place. Is it safe to take apart my regulator to fix it or would I be creating more trouble? And if Its fine for me to take it apart how would I go about doing that? Oh, and by the way it's a dual gauge regulator if that helps out any.
 
Gauges are cheap. I would replace it if it's the low pressure gauge. The high pressure gauge only tells you something when you are almost out of gas and doesn't really matter. Most LHBS and online shops have replacement gauges.

It is just the low gauge pressure that is stuck. Thanks for the reply! Cheers
